HOPE Scholarship
In the little state of Georgia, USA, lies a particularly thorny social issue. Here they take a highly promoted state lottery, and give the proceeds to the most liberal scholarship program known. A HOPE scholarship has no financial requirements whatsoever; millionaires and welfare recipients are equally eligible. It is purely a merit-based scholarship. It's requirements are shockingly low: a mere high school GPA of 3.0 qualifies you. Resident of Georgia? Can you keep your grades in the highest 25-percentile? You're in for a HOPE scholarship. Period.
The HOPE Scholarship pays full tuition, pays a $150 book allowance per semester, and either most mandatory fees for the recipient to attend any public university in Georgia or an equivalent amount towards tuition for private universities in Georgia. It does this up until the semester in which the awardee takes their 127th academic hour, which is roughly the time required to earn an undergraduate bachelor's degree.
What's the catch? No catch. In fact, it just keeps getting better; there's the HOPE grant, even more available than a HOPE scholarship. Any Georgia resident enrolling in a certificate or diploma program at a Georgia public college, university, or technical college may be eligible for the HOPE grant regardless of high school graduation dates or grade point averages. The HOPE grant covers tuition, HOPE-approved mandatory fees, and a book allowance of up to $100 per quarter or $150 per semester. But wait, there's more! The HOPE program even has a GED subset. Legal residents of Georgia who earn a General Education Development diploma awarded by the Georgia Department of Technical and Adult Education may receive a one-time $500 HOPE award. This award can be used toward tuition, books, and other educational costs at, again, Georgia public and private universities.
And now the criticism: The HOPE scholarship program seems indefinitely unstable. It depends on lottery income, which tends to wax and wane from year to year. There has been concern expressed that the program may not always remain in the black ink. While there isn't conclusive proof in the form of a study, it tends to be the case that the more educated and/or well off people are, the less they tend to buy lottery tickets. Could the HOPE scholarship program be educating itself right out of business?
An even bigger point of controversy is the lack of financial requirement for the HOPE scholarship. Since kids from the poorer communities tend to make poorer grades, critics have pointed out that this program tends to benefit those from wealthier communities. At the same time, people from poorer communities tend to buy more lottery tickets. For these reasons, critics claim that the HOPE scholarship represents a type of "welfare" for wealthy citizens, paid for by the poor. It's not a reason not to participate, but there it is. This could be a program which is too good to last.
Another concern is over inflation of both grades and tuition's. Teachers in the Georgia school system are under pressure to inflate their grades so that students' chances of getting in are not harmed. In addition, an across-the-board discount coupon for everyone to attend college simply tends to raise college prices, since there is less competition for the money. The HOPE scholarship program seems almost too easy, but students of Georgia are not complaining, and history may show that they were lucky to take while the taking was good!
