McKay Scholarship
The philosophy of "no child left behind" is an honorable one, and a testimony to a conscious society which seeks to better the opportunities of future generations. While the official implementation of this plan has been hit-and-miss with voters, it has spun off some highly successful programs which will be a legacy to the ideas which founded it.
One such plan is the McKay Scholarship program. The McKay Scholarship Program of Florida schools gives parents of children with disabilities the option to send their children to the public or private school of their choice. Florida schools students in grades kindergarten through high school, who are mentally handicapped, deaf or hard of hearing, speech and language impaired, physically impaired, visually impaired, dual sensory impaired, emotionally handicapped, hospitalized or homebound, specific learning disabled, or autistic may be eligible for this program. The McKay Scholarship allows parents who are dissatisfied with the educational progress of their children with disabilities to request their children be enrolled in and attend schools that better suit the needs of the students.
This is actually needed more than people realize. As our government budgets shrink educational funding, different schools have different programs available. Parents of handicapped children often experience a trial-and-error process in finding the special program that meets their child's needs. Many schools have to staff specially-trained teachers and aides in order to make their program work. The McKay Scholarship is there to assist these parents with that effort.
To be eligible for the McKay Scholarship, the Florida schools student must meet the requirements of having one of the mentioned handicaps, to have attended a Florida public school in the previous year or be transferring into the state with a parent of the Armed Forces, who has moved due to change of station orders, and to have an I.E.P. (Individual Education Plan).
The average value of a McKay scholarship is $6,114 annually as of 2006. Parents and their children may take advantage of this program at any point from kindergarten through high school; there is no time use limit on the scholarship. Transportation for the Florida schools student may vary, depending upon the selected school. The school district provides transportation if the child transfers to another school within the same district of his or her prior year and is consistent with the district’s school choice plan.
The Florida schools’ McKay Scholarship Program is publicly funded, using either the per-student expenditure amount for each individual child which includes the costs to accommodate the disability, or the cost of tuition and fees for the private school, whichever one of those is less. There are currently over seven hundred private schools participating in the Florida schools scholarship program.
